No one wants a repeat of the situation in 1990 in Green Jade Estates, a Jefferson County subdivision, where houses began breaking apart because they were built on fill dirt that had not been compacted properly.
Contractors say they are happy with tighter environmental regulations, and they don't long for the days when they could drop their unexamined dirt just about anywhere.
"I'm not aware of any illegal dumps," said Smith, of Budrovich. "We don't even think about it."
