John McClelland is the Vice President of Government Affairs for the American Rental Association (ARA). John is responsible for developing and implementing all ARA national and state political, legislative and regulatory strategies and programs. This includes managing ARAPAC, the association’s political action committee. John also works with ARA-member state and local associations on issues that are important to the rental industry within those states.

Prior to his position at ARA, John held positions as Director for Energy and Analysis at the National Corn Growers Association, where he was responsible for lobbying energy and air quality issues. He also spent 11 years as a researcher and policy analyst at the US Department of Agriculture including 7 years as Associate Director of USDA’s Office of Energy.

John is a graduate ofCornellCollege, Mt. Vernon, Iowa, and received his M.S. and Ph.D. degrees in Resource and Applied Economics from the University of Georgia.  John has more than 25 years of experience in Washington, DC as a policy analyst and lobbyist working in the areas of agriculture, tax, energy, environmental, and regulatory policy.
