The West Virginia Division of Highways is successfully using mechanical concrete base for roads with extreme grades and resulting base-stabilization problems. Mechanical Concrete consists of cylinders -- used tires with the sidewalls removed, lying on their sides -- filled with aggregate. Because it's easier to install than a full-depth rebuild of the road, it has a cost advantage estimated at 25 to 50%.
