The Virginia General Assembly passed a transportation funding bill that is a shell of what was originally in competing House and Senate bills. It contains neither of the new funding initiatives that were in play: diverting a greater share of sales tax revenue to transportation, or changing the present tax on fuel from its current structure based on volume to one indexed to the per-gallon price of gasoline.
