Tutor/Parsons/Zachry JV Wins First CA High-Speed Rail Contract

$985 million bid had been eliminated from competition due to low safety, design, engineering, scheduling scores, but late rule change reinstated it

The California High Speed Rail Authority board unanimously approved a $985 million bid to build the first 30 miles of its rail line, from Fresno to Bakersfield, by a joint venture that includes Sylmar, Calif., construction firm Tutor Perini Corp. The venture includes Parsons Corp. and Zachry Construction, both from Texas.

The only bid for the project to come in under $1 billion was eliminated from the first round of proposals after recording the lowest score of all bids in safety, design, engineering, scheduling and other factors. A mid-evaluation rule change allowed the joint venture to remain in the running.
