PennDOT Awarded contractor Plenary Walsh Keystone Partners the P3 contract for the $899 million rapid-bridge replacement project in October of 2014, and the final contract was signed on January 12, 2015. Plenary Walsh will replace 558 bridges by the end of 2017. Plenary Walsh has a design-build contract with a joint venture of Walsh Construction and Granite Construction with HDR as a design partner.
Most of the bridges will be precast concrete girders with cast-in-place decks. Some bridges may require accelerated bridge construction techniques.
