A bipartisan group of Washington state senators has proposed a construction budget of $3.9 billion in capital spending over the next two years. The Senators' proposal is more than $100 million larger than the bill the Washington state House passed last week. Both bills call for spending on new mental health facilities, education-related projects and other infrastructure construction.
