As the unemployment rate in the construction industry climbs upwards of 27 percent, job creation and restarting America's economy are critical issues that need to be addressed immediately. The members of Associated Builders and Contractors recognize this and are acting by laying out their 2010 Job Creation Proposal Outline. The job creation package recommendations include:

• eliminating "uncertainty" in the business environment
• increasing access to capital
• providing meaningful tax relief
• stimulating construction efficiently
• promoting energy efficiency
• supporting training programs for all
