Construction Halt Threatened, But Illinois Has Road Funds
Gov. Pat Quinn announced on Monday he was going to shut down all highway construction and capital spending in Illinois and put about 52,000 people out of work unless the Legislature met in a special session - but the shutdown isn't over a financial crisis.
