Whether it's due to the lack of skilled labor available or a lack of effort on the contractors' part, the city of Detroit has fined several contractors involved in construction of the new Detroit Red Wings arena for failing to hire enough Detroit residents to meet the 51% threshold.
The hiring target of 51% of jobs going to Detroit residents is part of a development agreement between local government and the arena's developer. However, the city has already levied nearly $500,000 in penalties for noncompliance.
All the money from the fines is going to programs to train Detroit residents in the skilled trades.
