Douglas County is one of Wisconsin's most scenic places - and yet, with 46% of county highways at a PASER rating of four or less, much of its infrastructure is crumbling. This not only challenges the local highway department charged with road maintenance, but it has a significant impact on the logging industry and local residents - so much so that it's changing how the logging industry works while costing local residents more to maintain their vehicles.
