According to a ruling released on May 8, a dispute review board has said the state of Washington did not do enough to warn Seattle Tunnel Partners about a steel pipe that the tunnel boring machine on the Alaskan Way Viaduct project hit back in December 2013. The decision isn't binding, and it does not address whether the pipe was the cause of the machine's — known as Bertha — shutdown. The ruling also doesn't resolve whether WSDOT owes money to Seattle Tunnel Partners or how much, since Seattle Tunnel Partners is seeking $125 million in a change-order request.
