The state of Rhode Island issued a contract to AECOM Technical Services to produce a reorganization plan for the state’s "transportation management system" before the end of 2015.
Asked what she hoped would come of AECOM's assignment, Governor Gina Raimondo said: "It's clear to me that the DOT that I inherited was not well run.
"We need to change the way we are doing business at the DOT," she said. "The first order of action is to make sure that DOT is a highly functioning, highly efficient organization. That's why I put in a new team from the get-go. I commissioned a top-to-bottom review, and in this budget I just signed, there is a reorganization of the DOT.
"So, as part of doing that work, the top-to-bottom review and the reorganization, I hope and assume they will be working with outside experts."
RIDOT has a $463.8-million budget. Through Tuesday, the agency had paid AECOM $1.9 million for its work under other contracts during the fiscal year that ended June 30, 2015.
