A construction company operated by the Biafora brothers is suing West Virginia University claiming the university used public-private partnerships (P3) to avoid local laws and the competitive bidding process.
The suit claims the University Place project was awarded to Turner Construction with no bidding, which goes against state code requiring state projects that total more than $25,000 to be competitively bid.
