San Diego-based Harper Construction has paid $5.4 million for a sham that allegedly billed the federal government for work done by a sham disadvantaged business. The four contracts involved required general contractor Harper to subcontract a certain percentage of work to small disadvantaged businesses.
Harper allegedly subcontracted with sham businesses to pass the work to an affiliated large business, Frazier Masonry Corp.
