Committees in the House and Senate this year approved multi-billion-dollar Water Resource Development Act (WRDA) bills that would invest billions of dollars in municipal drinking water and wastewater projects and Army Corps of Engineers' projects including flood control and levees, locks, dams, harbor maintenance dredging and environmental restoration throughout the nation.
But the House and Senate have not passed these measures, endangering their success in this election year.
