IN Project Manager Allegedly Embezzled $2.7M from Contractor

Project manager allegedly set up a false corporation and false invoices costing the contractor nearly $2.7 million and the IRS $381,000 in tax loss

Troy L. Sissom, a former project manager for F.A. Wilhelm Construction Co. has been charged with mail fraud and making a false tax return and allegedly embezzling nearly $2.7 million from the contractor.  In 2003, Sissom created LTEE Source for which he rented a commercial mailbox, created false invoices and submitted them to Wilhelm's accounting department for payment.

According to the Indianapolis Business Journal, the invoices were for materials supposedly used for construction projects Sissom supervised. Sissom continued his scam through 2015.

In addition to the $2.7 million the contractor lost, the IRS supposedly lost $381,000 in tax losses.

Seism faces up to 20 years in prison. Seism has agreed to plead guilty to both charges and make full restitution to Wilhelm and the IRS tax liability.
