A coalition of 12 construction industry groups and other private sector groups have formally asked president-elect to rescind President Obama's Executive Order 13502 that encourages federal agencies to require project labor agreements (PLAs) on large-scale projects.
The coalition claims eliminating the PLA mandate would eliminate 12% to 18% in extra costs PLAs trigger and would "create a level playing field" for union and nonunion contractors.
The coalition is against the PLA mandate because it feels PLAs force union control of all labor relations, often requires nonunion employees to pay into benefit schemes they might never be able to collect and do not represent the nearly 87% of nonunion construction workers in the U.S.
