A new proposal impacting construction contractors seeking federal contracts could impose additional administrative burdens on contractors, increase the complexity of obtaining and keeping federal contracts, and may even increase bid protests and litigation. In May 2015, the Federal Acquisition Regulatory Council (FAR) published a Notice of Proposed Rulemaking implementing E.O 13673.
E.O. 13673 requires prospective awardees of federal contracts to report certain labor law violations that occurred within the last three years. Awardees must also submit reports of labor law violations every six months during work from the contract.
