Tishman Construction to Pay $20M for Overbilling Scheme

Tishman admitted to fraudulently overbilling clients and improper overtime payments to union workers

Tishman Construction Corp. will pay $20.2 million to resolve federal charges after an investigation into an alleged fraudulent overbilling scheme which involved improper overtime payments to union workers. Titian allegedly improperly billed clients on projects including One World Trade Center and the Plaza Hotel.

According to prosecutors, the company billed clients for hours that were not worked by labor foremen between 1999 and 2009. Allegedly, Tishman added one to two hours of unworked or unnecessary guaranteed overtime pay per day to time sheets for labor foremen, which was then billed to clients.
