
After several years of market adjustment, the hardscape industry may be approaching more stable ground, according to the new 2026 CMHA Hardscape Production Report from the Concrete Masonry & Hardscapes Association (CMHA).
- Production of Segmental Concrete Pavement was 0.6% below 2024 levels (935.7 million sq.ft.) - remaining close to the prior-year level after declines in 2023 and 2024
- Production of Segmental Retaining Wall was 3.6% below 2024 levels (235.3 million sq.ft.) - decline was at a considerably slower pace than prior year
- Pavement production was roughly 18.2% under its 2022 peak in 2025, yet still 14.4% above 2020 and 24.9% above 2019.
- SRW production stood about 21.7% below its 2022 peak, near the production levels recorded in the late 2010s
The annual report provides an updated analysis of segmental concrete pavement and retaining wall production across the United States and Canada. Drawing on manufacturer survey responses and broader industry estimates, it offers a clearer picture of current market conditions and where producers believe the industry may be headed next.

Market Adjustments Are Leveling
One of the report’s most encouraging findings is that segmental concrete pavement production was essentially stable in 2025 (only down 0.6%). This is a notable change from the market-correcting pullbacks of the previous two years from its peak in 2022. While results continue to vary by product category and producer size, the overall findings suggest the industry may be settling into a more sustainable post-peak baseline.
Outlook for 2027 Is Positive
Manufacturers also expressed growing confidence about the years ahead. A majority of respondents anticipate increased production in 2026, with expectations strengthening further for 2027. Specifically, 65% of manufacturers anticipate an increase in 2027 production, 10% of whom anticipate a significant increase of 10% or higher.

Beyond production data, the report also examines the trends manufacturers believe will shape future products and demand. Respondents pointed to:
- Evolving design preferences
- Continued investment in outdoor living
- The need for greater installation efficiency
- Growing interest in products that support sustainability and stormwater management
The report also considers the broader forces influencing the market, including housing and construction activity, interest rates, consumer confidence, labor availability, competing materials and shifting distribution channels.
