Silverstein Properties Inc., the developer for 2 World Trade Center, the final tower being constructed on the site, is looking to use the EB-5 visa program to raise nearly $500 million in low-cost financing for construction of the tower.
The EB-5 program gives green cards to foreigners who invest in certain job-creating businesses.
However, the move may draw scrutiny as the program was meant to help aid rural and economically ailing areas.
Silverstein has turned to the EB-5 program because the tax-exempt financing that was used for the completion of the other World Trade Center towers has been used up.
