Commercial Construction, of Lincoln, Neb., faces $19,600 in fines from the Occupational Safety Health Administration after a worker drowned inside one of the company’s D9 Caterpillar bulldozers when it sank in a Kearney sandpit. Bill Aschoff, 75, died in the Sept. 30 accident. Construction crews still are trying to retrieve the D9 from the sandpit.
