Strong-arm tactics oppose bill that cuts union control of project labor

Bill 33, which would end the practice of giving construction unions the power to decide who may work on a Quebec construction site, has set off wildcat walkouts shutting down building projects across the province. The order, "Down tools!" was not spread using social networks, but rather through strong-arm tactics from another era: roving bands of menacing "goons."
