One example from the coverage is unchanging federal fuel taxes. The Congressional Budget Office says it’s one reason the Highway Trust Fund, which helps pay for surface transportation projects around the country, is almost empty.

Incumbent Representative Peter DeFazio (D-Ore.) has proposed a one-cent-per-year increase in the gas tax that could raise about $500 billion for infrastructure projects over 30 years, compared with the 25-cent increase proposed by the U.S. Chamber of Commerce and the Trump administration.
