Attorney's for TransCanada, the company building the Keystone XL pipeline, are asking the Montana judge to change his order blocking construction of the pipeline to allow pre-construction work to continue. TransCanada would like to continue with purchasing materials, finalizing contracts, conducting land surveys and discussing federal permits to keep the prelimiary work on track with hopes pipeline construction could start as early as mid-February.

TransCanada wants the judge to amend his ruling to clarify the injunction does not apply to these pre-construction activities.
