IPAF offers new MEWP operator training solutions with Training Centers, training providers, and referral partner progams.

The International Powered Access Federation (IPAF) launched two mobile elevating work platform (MEWP) operator training solutions in North America, offering flexible and scalable alternatives to full IPAF Training Center certification. These additions aim to meet growing market demand while maintaining compliance with industry standards.

  • In addition to becoming an IPAF Approved Training Center, companies can now offer MEWP operator theory training through the new Aerial Lift (MEWP) Training by IPAF option, without needing to become a full IPAF training center.
  • New training referral partner scheme — companies can promote IPAF’s eLearning theory courses and earn revenue.
  • The two new solutions offer cost-effective, flexible, and scalable alternatives to full IPAF certification, while maintaining compliance.

Aerial Lift (mewp) Operator Training By Ipaf LogoInternational Powered Access FederationDesigned to enhance access to critical safety training while supporting the safe and effective use of MEWPs across the industry, IPAF now offers three distinct training options in North America:

  1. IPAF Approved Training Center — Training centers are audited by IPAF and deliver both theory and practical operator training that leads to the issuance of the globally recognized IPAF PAL Card (Powered Access Licence). This model includes full administrative support and auditing by IPAF to ensure compliance with all training provided.
  2. Aerial Lift (MEWP) Training by IPAF, Training Solution Provider — This new option allows companies to deliver IPAF’s MEWP operator theory eLearning without becoming a full IPAF Training Center. Training solution providers: offer IPAF’s ANSI/CSA-compliant MEWP operator theory training courses; Deliver their own practical evaluation using IPAF’s training support guide; Issue their own certification to trainees; Brand the training documents with their company logo; and operate independently with optional support from IPAF.
  3. IPAF Training Referral Partner — As a referral partner, MEWP manufacturers, rental companies and associations can promote IPAF’s MEWP operator and supervisor eLearning courses through a unique referral link. They do not conduct training directly but earn revenue by referring customers to IPAF’s accredited eLearning programs.

In North America alone, it's estimated that 2 to 3 million MEWP operators (estimated) require training annually to maintain with safety regulations and industry standards, says Tony Groat, IPAF North America Manager. Adding:

However, many online courses claim to be ANSI or OSHA-compliant but fall well short of accepted standards, which puts workers and operations at risk. Qualified MEWP operators are in high demand, and IPAF’s new eLearning options enable us to extend access to reliable, standards-based training for more operators and contractors throughout North America.

“For rental companies and equipment dealers, offering IPAF training as part of your service can add real value for your existing customers—and attract new ones, without becoming a full IPAF Training Center. It’s about flexibility, compliance and promoting safe practices at scale.

The launch of IPAF’s eLearning MEWP operator training options aligned with the International Labour Organization’s World Day for Safety and Health at Work 2025, which highlighted how digital transformation can enhance workplace safety and health.

“Our new eLearning models make high-quality, compliant MEWP safety training more accessible than ever, offering scalable, self-paced digital theory classes with no scheduling constraints via a modern, user-friendly platform for an improved learning experience,” says Groat.

The program allows training solutions providers and referral partners to offer IPAF’s MEWP eLearning courses directly to their customers. Two eLearning courses are available through this program: MEWP Operator Theory Training and MEWP Supervisor Training. Accessible on any device and available in multiple languages, these courses meet ANSI A92.24 & CSA B354 standards, include knowledge checks and scenario-based learning, and are followed by in-person practical evaluations through IPAF’s network of approved Training Centers.
