A protest last weekend outside construction of the SolarCity plant in Buffalo, N.Y., called for the main contractor LPCiminelli to increase its minority hiring target from 15% to 25%. The 15% goal was included in the project labor agreement between LPCiminelli and union contractors.
In addition, Erie County Legislator Betty Jean Grant called for an independent monitor ti keep track of whether minority and women hiring target rates are being met on the construction project.
A report from Empire State Development shows that minorities have worked 16.3% of the total hours worked since construction began in the summer of 2014.
