State regulators in South Dakota have again approved the section of the Keystone XL pipeline that would go through the state even though the pipeline project is currently stalled at the federal level. South Dakota's Public Utilities Commission originally authorized the pipeline permits back in 2010, but since construction had not started after four years the permits had to be revisited.
The decision hinges on a requirement that TransCanada Corporation receive a presidential permit for the project, which the President blocked back in November.
