The proposed Assembly Bill 262 in California, also known as the Buy Clean Act, would require contractors to buy steel, flat glass, rebar and mineral wool board insulation for state infrastructure projects from low-carbon producers. The bill would require the state to determine the average greenhouse gas emissions per unit from a manufacturer of these products.

Contractors bidding on state projects would have to submit Environmental Product Declarations to prove the materials are at or below the average greenhouse gas impact.
