
The National Asphalt Pavement Association (NAPA) announced the winners of its 2017 Larry H. Lemon Quality in Construction Award for excellence in construction of an asphalt pavement utilizing less than 50,000 tons of asphalt. The winning companies received their awards today (Feb. 14), at a ceremony during the association’s 63rd Annual Meeting in San Diego.
The Larry H. Lemon Quality in Construction Award recognizes the 10 highest-scoring projects submitted for a Quality in Construction Award in the General Paving (less than 50,000 tons) category. The award is sponsored by Asphalt Contractor magazine.
“The asphalt pavement industry is committed to building high-quality projects that deliver superior performance to the traveling public. All contractors’ projects earning a Quality in Construction award are measured against best practices designed to live up to that commitment,” said 2017 NAPA Chairman Dan Gallagher.
The 2017 winners and their projects, arranged alphabetically, are:
• APAC-Kansas Inc., Shears Division, an Oldcastle Materials Co., of Hays, Kan., for its work on US 50 in Gray County;
• Garrett Paving Co. Inc. of Athens, Ga., for the University of Georgia parking lot;
• Knife River Materials, Northern Minnesota Division, of Bemidji, Minn., for various roads in Roseau County;
• Knife River Materials, Northern Minnesota Division, of Bemidji, Minn., won a second award for various roads in Thief River Falls, Minn.;
• Midsouth Paving Inc., an Oldcastle Materials Co., of Dothan, Ala., for work on US 231 in Coffee County;
• Northeast Asphalt Inc., a Walbec Group Co., of Greenville, Wis., for the US 45 in project in Shawano County;
• Reeves Construction Corp., of Macon, Ga., for work on SR 67 in Bryan County;
• The Shelly Co., an Oldcastle Materials Co., of Thornville, Ohio, for 21st Street in Licking County;
• Walsh & Kelly Inc., of Griffith, Ind., for SR 49 in Lake County; and
• Wiregrass Construction Co. Inc., of Ariton, Ala., for the National Peanut Festival Fairgrounds in Dothan, Ala.
Projects submitted for a Quality in Construction Award are evaluated by pavement engineers at the National Center for Asphalt Technology who assign each project a numerical score based on how well the contractor met specifications and achieved density on the finished pavement. All the pavements that meet a benchmark figure earn the QIC Award. The Larry Lemon Award honors the 10 highest-scoring projects, as determined in the NCAT review.
The award is named after Larry Lemon of Haskell Lemon Construction in Oklahoma City. Lemon served faithfully on the NAPA Awards Committee for 18 years, before serving as Chairman of the association’s Board of Directors in 2010 prior to his retirement. Lemon was instrumental in the creation of the rating system for the Quality in Construction Awards, which require qualitative analysis using data and test results to determine the winners.
